This is not my work. This was drawn for me a while ago by 
This is Saturn Queen of the Legion of Super-Villains, deadly psychic foe of the Legion of Super-Heroes. Here she is incarcerated on the prison planet Takron-Galtos. Her costume has been replaced by a prison uniform and she is strapped to a psy-dampener to prevent her using her mental powers.
Her prison uniform is based on the one worn by Alexis Luthor in the animated Legion TV series.
